Baron Vargas Vallakovich was the Burgomaster of Vallaki in Barovia.[1]
The Baron came to believe that the only way to free Vallaki from Strahd von Zarovich was to be happy. Thus, he started launching a campaign of festivals in order to rally public spirit. The festivals did little more then make the townsfolk grimmer than ever and he even arrested people for mocking his festivals. He ended all his speeches with the phrase "All will be well!"[1]
